Winston-Dillard Water District  

~ District’s History ~

Winston-Dillard Water District was established in 1948.  The water system is owned by the District and the people residing therein.  The purpose of the District is to supply adequate quantities of safe, reliable, potable water for domestic use within the boundaries of the District currently and in the future.
The District is governed by an elected five member Board from within the Water District boundaries.

~ Water Source & Supply ~

The main water source for the Winston-Dillard Water District is the South Umpqua River.  The South  Umpqua River originates in the Cascade Mountain Range and has considerable tributaries.  The large watershed allows considerable fluctuations in river flow and quality.  There are two dams with large reservoirs in the system.  Ben Irving is located in Olalla just west of Winston and Galesville near Azalea south of the area.   The Water District has five reservoirs with a total capacity of 2.750 million gallons.
The District currently has over 2,500 connections serving about 2,900 dwellings or approximately 8,300individuals.
Water rights determine the amount of water that can be pumped.  It could be in time, as the District demand grows, with the increased population,  water would need to be purchased from one of  the reservoirs.  The District  has 750 acre feet reserved annually from Ben Irving reservoir.
Through an intertie the Winston-Dillard Water District is connected to Roberts Creek Water District and hence with the City of Roseburg water system for emergency purposes.

~ Safe Drinking water Act Compliance ~

As a domestic water purveyor the Water District is governed by  the Environmental Protection Agency (EPA) and Oregon Health Division Safe Drinking Water Act regulations.  Water treatment and distribution is monitored for quality and safety continuously.

~ Drought & Water Shortage ~

The Board shall have the right in cases of inadequate supply or shortage of water to determine how water from the system may be used.  To establish regulations limiting water use and to give preference to those uses determined to be needed for public convenience and necessity.
