Winston-Dillard Water District was established in 1948. The water system is owned by the District and the people residing therein. The purpose of the District is to supply adequate quantities of safe, reliable, potable water for domestic use within the boundaries of the District currently and in the future.
The District currently has over 2,500 connections serving about 2,900 dwellings or approximately 8,300 individuals. The main water source for the Winston-Dillard Water District is the South Umpqua River. The South Umpqua River originates in the Cascade Mountain Range and has considerable tributaries. The large watershed allows considerable fluctuations in river flow and quality. There are two dams with large reservoirs in the system. Ben Irving is located in Olalla just west of Winston and Galesville near Azalea south of the area. The Water District has five reservoirs with a total capacity of 2.750 million gallons.

Dear Valued Customer,
The Board of Commissioners have heard and understood the citizens concerns with the recent rate increase. The decision was made 8/16/2023 to decrease the current overage rates with the goal to implement the rest of the increase in stages over time.
After the minimum gallon allowance is met, the new overage rate will be $7.00 per 1,000 gallons for all users.
There will NOT be a change in the base rates and allowances.
